Information for MPS Partners, Businesses

and the Government Security Zone (GSZ)

Central London student protest on Wednesday 14 March 2012

1. On Wednesday 14 March 2012 from 2.00 p.m. there will be a student march from Malet Street, WC1 to Victoria Street, SW1 arriving outside the premises of the Dept. for Business, Innovations and Skills (B.I.S.) at about 4.00 p.m.

2. There is an estimate that the size of the march will be between 3,000 and 4,000 likely participants. Protestors will meet up at the University of London Union at 1.30 p.m. and move off with a police escort at 2.00p.m. The route follows:

Malet Street

Russell Square

Southampton Row

Kingsway

Aldwych

Strand

Whitehall

Parliament Street

Parliament Square

Broad Sanctuary

Victoria Street

3. There will be some temporary rolling road closures along the route but no permanent road closures along the route are planned. Some minor disruption to traffic and bus routes can be expected.

4.  Once the protestors have arrived in Victoria Street outside B.I.S. we may have to implement a traffic exclusion zone in Victoria Street between the junction with Broadway and Parliament Square. Pedestrian access will not be affected.

It will not be possible to specify a time in advance for the traffic exclusion zone. This will depend on factors prevailing at the time such as number of protestors, speed of the march and disruption to traffic. However we anticipate this may be anytime between 3.30 p.m. and 5.30 p.m.

5. It is our intention that we will deliver our core police responsibilities for this event and in a manner compatible with the values of the Metropolitan Police Service.

Our core responsibilities are:

—        The prevention and detection of crime

—        The protection of life and property

—        The maintenance of the Queen’s Peace

6. The strategic intentions for this event are:

—        To provide a lawful and proportionate policing response to protest, balancing the needs and rights of protesters with those impacted by the protest.

—        To maintain public order

—        To prevent crime and take all reasonable steps to intervene and bring offenders to justice if crime is committed

—        To work together with event organisers / participants and other agencies to minimise criminal activity and anti-social behaviour associated with the event

—        To protect the parliamentary estate and ensure it can discharge its democratic functions

—        To prevent serious disruption to the life of the residential and business community and vehicular traffic

7. Protest Liaison Teams have been introduced by the Metropolitan Police Service to improve dialogue and understanding between protestors and Police. Officers will be  working in pairs and will be clearly visible in pale blue “Liaison Officer” tabards. Their role is:

·       To provide demonstrators and the general public with a knowledgeable and visible point of contact should anyone wish to discuss the policing of the event.

·       To provide event organisers with a vital link to the police command team and explanation of police actions.

·       To support the event organisers who are planning a peaceful and safe event for all those taking part.

8.  We will circulate e-mails and updates through Community Safe and the MPS Neighbourhood Link system.  On the day of the march we will provide live updates via our Twitter account @CO11metpolice and the MPS website Home - Metropolitan Police Service.

9. If you need to contact us in the event of an emergency, always dial 999.

Otherwise please call the MPS on the non-emergency number 101.

Those premises and departments in the GSZ should call the GSZ Control Room.

Update Appeal:Missing Person found

December 26, 2011 05:30

Police were concerned for the safety of Rita Wright, a 73-year-old lady who went missing in central London.

Mrs Wright has now been found, safe and well.

Appeal:Missing Person.

December 25, 2011 16:38

Police are appealing for help in tracing a missing woman last seen in the busy West End.

Rita Wright (27.8.38 - 73 ys) of Birmingham is visiting her

granddaughter's home in Cathcart Road SW10 over the Christmas period.

Rita suffers from dementia with Lewy bodies (DLB) - a form of dementia

that shares characteristics with both Alzheimer's and Parkinson's

diseases. As such she may appear disorientated or confused.

On Christmas Eve (24 December) she was out her family amongst the

last-minute Christmas shoppers, but wandered away from them. She was

last seen coming out of the Selfridges store on Oxford Street W1, at the junction with Duke Street, at approx. 10.40hrs.

Rita was heading towards Oxford Circus.

There has been no sighting since that time and our concern is growing as time passes without any news.

Rita is white and of proportionate build. She is 4ft 9 tall, and was

wearing a beige three-quarter length rain coat, black leggings (over

which were distinctive pink spotted socks), and she was carrying a brown bag.

She has platinum blonde hair - straight and shoulder length

Anyone with information should call Kensington and Chelsea Police on 0207 376 1212.
